GLPA was formed in November of 2002 as a Georgia non-profit corporation and obtained federal tax-exemption status under section 501(c)(3) of the Internal Revenue Code in May 2003.

 The organization currently has a board with six directors, three coordinators and a rapidly growing constituency of dues-paying members. The group's philosophy is to advocate for animals in a non-confrontational manner, drawing in volunteer professionals from a cross section of the community, with an emphasis on legal professionals.

GLPA is not a rescue or protest group, but rather serves as a forum for the dissemination of information and education on matters relating to animal cruelty laws. The group also keeps informed on laws and legislation in Georgia affecting animals and advocates for the strengthening of spay/neuter initiatives.
